For Malaysian food manufacturers, processors, and distributors, the question is no longer whether to pursue food safety certification — it is which one. HACCP, ISO 22000, and FSSC 22000 each serve different purposes, satisfy different buyer requirements, and involve different levels of investment.

This guide gives you a clear, side-by-side comparison so you can make an informed decision.

⚡ Decision Shortcut

Selling locally to Malaysian retailers or restaurants? HACCP is usually sufficient. Exporting or supplying to international buyers? ISO 22000 or FSSC 22000. Supplying to major global supermarket chains (Tesco, AEON global, Walmart)? FSSC 22000 is almost certainly required. Read on for the full picture.

What is HACCP?

HACCP — Hazard Analysis and Critical Control Points — is not a standard in the ISO sense. It is a systematic methodology for identifying, evaluating, and controlling food safety hazards. HACCP has seven principles and twelve steps, all focused on preventing hazards in your production process before they become food safety incidents.

In Malaysia, HACCP is regulated by the Ministry of Health (MOH) and is mandatory for certain categories of food manufacturers under the Food Act 1983. It is also a requirement for many domestic retailer supply contracts and is a prerequisite for Halal certification from JAKIM.

HACCP is the foundation that both ISO 22000 and FSSC 22000 are built upon.

What is ISO 22000?

ISO 22000 is a full Food Safety Management System (FSMS) standard that integrates HACCP principles with the management system structure of other ISO standards (like ISO 9001). It covers:

ISO 22000 is an internationally recognised standard, but it is not a GFSI (Global Food Safety Initiative) benchmarked scheme on its own. This distinction matters for companies targeting global retail supply chains.

What is FSSC 22000?

FSSC 22000 (Food Safety System Certification) is built on ISO 22000 and adds sector-specific prerequisite programmes from the ISO/TS 22002 series (e.g. ISO/TS 22002-1 for food manufacturing). Crucially, FSSC 22000 is a GFSI-recognised certification scheme — the global benchmark accepted by Walmart, Tesco, Carrefour, Nestlé, Unilever, and virtually all major multinational food companies.

If your buyer is a global food manufacturer or international retail chain, they almost certainly have a GFSI requirement — and FSSC 22000 is one of the most widely accepted ways to meet it.

Frequently Asked Questions

Do I need to get HACCP first before ISO 22000?

Not necessarily as a separate step. A good ISO 22000 implementation incorporates HACCP principles as part of the system. However, if your MOH licence requires standalone HACCP certification, you may need to address that separately. Your consultant will advise based on your specific regulatory requirements.

Is ISO 22000 or FSSC 22000 required for Malaysia exports?

It depends on your destination market and your buyers. No single food safety standard is universally required by Malaysian law for exports. However, many overseas buyers and trading partners require GFSI-recognised certification (i.e. FSSC 22000) as a condition of purchase. Check your buyer's supplier requirements before deciding.

Can food traders and distributors get ISO 22000 or FSSC 22000 certified?

Yes. While the standards were originally designed with food manufacturers in mind, they are applicable to the entire food chain including traders, distributors, storage operators, and logistics providers. The scope and HACCP plan would be adapted to your specific food chain activities.
